From March 28th 2023, HMRC is making some changes to ATA Carnet, TIR Carnet and paper SAD movements at GVMS Locations.

Important information: ATA Carnet, TIR Carnet and paper SAD movements

If you move goods via GVMS locations, using an ATA Carnet, TIR Carnet or paper SAD, please be aware of changes coming into force from 28 March 2023.

From 28 March, GVMS will direct all ATA/TIR and paper SAD movements to a port or IBF for endorsement.

This means when moving goods under ATA/TIR carnet or paper SAD declarations at GVMS locations, you must ensure your ATA/TIR/SAD references are included in a Goods Movement Reference (GMR) before attending the port/IBF for endorsement of the documentation, where any holds placed on the GMR will be released.

If you do not include your ATA/TIR/SAD references in the GMR, your movement could be delayed.
